Patrice M. Horstman (Flagstaff) is a graduate of Northern Arizona University (NAU) and has been a resident of Flagstaff since 1976. She joined Mr. Hufford in private practice in 1979. She represents numerous government entities, school districts, charter schools, and grant schools throughout Arizona. Ms. Horstman’s practice is concentrated in the fields of Education, Special Education, Municipal, Employment, Health Care, Indian, and Constitutional Law. In Ms. Horstman’s general civil practice, she has represented her clients before city, state, and federal governmental agencies and courts. Ms. Horstman has also served as Judge Pro Tem before the Arizona Court of Appeals. She has been an ad hoc professor at NAU and a frequent speaker before governing boards, attorney professional groups, and other professional organizations. Ms. Horstman is active in many community organizations and provides pro bono legal services to numerous Flagstaff nonprofit corporations.
